Welcome, Roger Baines welcomed everyone to the meeting. PC Mark Douthwaite representing the Neighbourhood Police team in Sgt Brown’s absence.

Minutes of meeting held 21st October accepted as a true and correct record

Agenda Item (4)
a) Keith informed members that LNWF de-registration as a registered Charity had now been accepted by the Charity Commission and Date removal from the Charity register 31st December 2008. Document now placed on LNWF legal files
b) Data Protection report Now that all Registrations are held by the Constabulary only, LNWF do not keep Co-ordinators details. LNWF can now de-register. Keith has on file a Document appertaining to Data Protection and its effect on Neighbourhood Watch by Chief Constable F N Whitely of the Hertfordshire Constabulary.
c) New County Logo. Keith reported Sgt Steve Brown and himself had some discussion re -new County logo, Sgt Brown to consult Constabulary marketing Department.

Restructuring of LNWF Committee)
General discussion took place due to de-registration as a Charity. Now finance is looked after by ‘Lancashire Partnership against Crime’, No one willing to accept Secretary Duties. Resolved; a Business Executive post to be created, Keith willing to take on these duties. Roger to remain as Chair, John Richardson Vice Chair, Malcolm Clifford Web Master, Albert Caville to continue as an Executive Member, ideally two more members required to form executive committee who will meet at Preston Police Office prior to the Quarterly meetings of the full Committee and Constabulary representatives. Chair and Keith due to de-registration as a Charity proposed a new Constitution based on Preston NW Constitution. Constitution to take in effect of Committee re Structuring. This was accepted by the, Committee signed by the Chair Roger Baines, Keith Warren and John Richardson.
Agenda Item (6)
Regional Representative Committee in general agreement there is a need for a neighbourhood Watch representative to attend the Regional meetings of National Neighbourhood Watch Association. Ann posed the question could the meetings be held at weekends thereby making it possible for those who had work commitments could be involved. Graeme also showed interest in representing the County he could attend meetings at Penrith and Lancashire willing to take time off work. Resolved; Keith to undertake the role once again but stressed he is not willing to attend London meetings (. (n.b.) Keith contacted Graeme after the meeting, Graeme willing to attend meetings when he can with Keith and if Keith cannot attend, this to be ratified at next meeting)

Service Level Agreements
Chair stated this agreement needs to be signed. PC Mark Douthwaite informed everyone new Chief Inspector Jon Puttock would have to be consulted, Mark will see Steve. Chair also requested Meeting with the new Chief Inspector be arranged Roger and Keith to attend.

County Watch Newsletter
Keith reported he and Steve had some discussion re-format for Newsletter, funding could be a problem.

Divisional News
Southern Division (South Ribble)
Peter Tickle and Beverly Warburton reported; the SRNWA Poster Competition was paid for in full by the Lancashire Young Peoples Service.
The £500 in SRNWA account that had been ear marked for the Poster Competition has therefore not been touched. This £500 came from LANPAC (£250) and the South Ribble Community Safety Partnership (£250) and is now going to be spent on Community/Safety Crime prevention equipment for young people such as marking kits for mobile phones, iPods, bike locks and personal attack alarms etc.
Thanks to Beverly’s good work the promise of a further £5,000 following a bid for ‘’Grass Roots Funding’’, SRNWA will work with Police in promoting a safer environment and help reduce the risk of members/residents preventing becoming victims of crime. Some of the money will be used to buy community safety/crime equipment to South Ribble residents, also part of the funding will be used to pay the 2009 SRNWA AGM.
Central Division
Chair informed Members of the Preston NW AGM, very good attendance. Presentation representatives of Constabulary’s Volunteer Section, Fire and Rescue Service re-use of Volunteers, Pilot project in the Burnley Area to be extended across the County if successful, also presentation with regard to ‘’Peer Panels’’. Evening closed with a Hot Pot Supper. Divisional Commander officially closed the meeting.
Southern Division Chorley
John Richardson, Margaret reported another successful AGM for CADNWA, Presentation by Helicopter Unit, and Representatives from Criminal Justice Board, Southern Division Constabulary.
David Melluish installed as the new Chairperson, Keith former Chair nominated as Honorary President. Light refreshments served prior to the meeting.
Northern Division
Graeme and Elaine reported upon Heysham Neighbourhood Watch Meeting. Presentation by Fire and Rescue Service, Fire Alarms and Smoke Detectors

Possible LNWF Conference in June to coincide with National NW Week.
Any other Business
PC Mark Douthwaite informed members re appointment of Chief Inspector Jon Pultock to Neighbourhood Policing Team, Chief Inspector formerly of Pennine Division.
